Post Klingon Cloak and a bunch of other stuff.

So the other day I was watching the TNG ep. The defector. Towards the end of the episode two Klingon ships decloak around the romulan warbirds and I was thinking to myself. If the Klingons and federation have been allies for awhile now and things seem to be going well between them based on the new council they had. Why didn't the klingons ever help the federation develop it's own cloak? Also how come everyone but the federation has cloaked ships. I mean everyone in that scene had cloak but the Enterprise. I felt sorry for them everyone could see them just sitting there by themselves and then like bam four other ships are there and your like well this sucks. I mean i know sometimes they can detect them. Because of ionization they put out and other things. But that was mostly a ramble on why the klingons didn't give us their cloak in exchange for something/help us develop our own cloak/why we couldn't ever seem to develop our own cloak on our own? Oh and another thing. In the defector Picard says something to the effect of he was going to give us specifications on all sorts of romulan things including how to detect their cloak. So how come they didn't detect the two warbirds around the planet. Two shouldn't they have been able to detect them from now on. Three if he gave them info on all this stuff they should have been able to find a weakness and exploit it so that they would have been able to beat two warbirds. Ok i swear i'm done now.

Well, we know that Treaty didn't actually get in the way of some quarters within Starfleet trying to develop one nor did it stop the terms of treaty being mutually suspended for the USS Defiant on DS9.

There are always ways around 'official' positions.

Perhaps there are clauses within the terms of the treaty that prohibit it for starships but not other uses.

We know very little about the terms of the Treaty precisely.

Considering how high they hold this treaty with the romulans and stuff how come it seems like both sides break it like daily. In every show but VOY it seems like people are always galavanting around in the neutral zone.

Well, that's Star Trek writers for ya!

Make a rule and then come up with a way round it when a script calls for it!

As "The Pegasus" showed, there are two perspectives. A hawkish "the treaty gives us a serious strategic disadvantage" and a dovish "peace is worth a high price". I tend to agree more with the latter perspective.
The Romulans might annihilate the Federation if they were the only other power in the galaxy, but with Klingons around and plenty other enemies in the Beta Quadrant they cannot afford to cloak an armada of ships, invade the Federation and wreak havoc.
