The Tapestry Picard has the rank of Ensign
Where Nem's is just a cadet.

Yup....yet one more reason I consider Next Gen to be tops on disregarding canon...they disregarded what they themselves had put into canon. Pah on them! Pah!

The explanation I figure was that Picard shaved his head as part of a bet or as a plebe at the academy. They take off all your hair when you enter the military...

I just don't consider the picture in NEMESIS canon.I noticed it... Why would Picard by shaved? That's so stupid...I can't even begin to cough up that hari ball it's so huge.

I don't think TOS had any thought that the episodes would be watched over and over again for 40 years. Some weeks, I think they were just grateful to scrape together enough money to put a show together.

But by the time Next Gen was on, the obsessive nature of the fan base was a known fact. Rick Berman was proud of the fact that whenever there was a timeline question they went to Michael Okuda (all bow!) to get his blessing....yet, within their own timeline they were practically gang bangers.

The picture is meant to show how much young Picard looked like Shinzon (it failed...but that doesn't take away from the intent). That means Picard wasn't shaved, he just looked that way. (and, the military does a very close crop, leaving about 1/2 inch of hair {maybe a bit less} not a shave unless the kid askes for a smooth scalp)
