Sounds like Khan got into Starfleet under a false name. Or their iconic TOS character stuff was a lie which I doubt as they have already demonstrated their appreciation for massive fanwank (wanking the fanboy's dick is a risk reduction strategy I would also apply if I made a movie with a nine-digit budget) in the last movie. If you bring Spock back and try to emulate Khan you will certainly not piss of people via pretending that you will do something similar yet don't actually do it, you would simply cut the crap and just not do it.
