That's too many ships, dude. 39 ships lost at Wolf 359 wouldn't seem like a lot by comparison at all!

But I guess if you can continuously replicate space shuttles that get left behind every fourth episode...

It doesn't but it was written much earlier!

Thing is, in the course of the war it's made clear and in places in dialogue that Starfleet lost hundreds of ships during the war. In one episode alone (I think at the start of Season 6) Bashir states over a hundred ships lost in one engagement. So whatever it might be I really do realistically feel the fleet was somewhere in the four digits before the War kicked off. Where exactly, I dunno, but it had to have been a LOT.

I would wager the TOS fleet would have been significantly smaller though.

I mean it all figures. It just seems careless of them to have been throwing out numbers like that. I guess the real question then becomes, what did the (authorized) reference books say at the time that these stories were written?

Basically nothing. The Star Trek Encylopedia listed named ships but that predated DS9 when we started seeing huge fleets deployed with no names.

The numbers in DS9 seemed a lot but I don't know. The Federation is supposed to span 8,000 light years or something like that. Which is a lot of space to patrol etc. I think it was just part of upscaling the size of these powers to portray just how big and devastating this War was supposed to have been. I think they tried to not let it get too unbelievable. A bit like how with one exception they tried not to have any Starbase numbers higher than 500 so as to avoid it looking like they had too many. But to be honest I have to say I don't find the idea of a fleet in the low thousands too much of a stretch given the broad range of duties.
