Given that we still break orbit via burning a gargantuan amount of hydrogen I fail to see the efficiency of such projects. Even if we develop a better space flight technology and even if resources get very scarce down here recycling might still be more efficient than digging up some asteroids.

What horatio said, though I have to add that we already have Ion drives, we just need to increase their sizes and use those as future propellants over the current rocket launches.

Yeah, seems like it would be extremely cost prohibitive at current tech levels. Who would foot the bill?
