Probably neither of those things. Right now, it's all mostly theoretical work. I would say that it's like when a baby first learns to crawl around. We aren't anywhere near standing up and walking yet. But just because the end goal is to be able to walk and run, doesn't mean you shouldn't put in that work on crawling!

I think for the far future then generational ships will have to be the way to go if you can't actually invent Warp Drive.
But I'd go with theoretical at the moment. Unless the black budget has been increased in size by a wide margin!
