Indeed, the rocket - saucer - sphere - saucer development is not convincing from a continuity perspective so a NX-01 with a sphere would have made more sense. Designs like the Conestoga that are closer to the Phoenix would have also been better.

I think it is fair to say that Berman did not dare deviate too much from what people were used to. But I am also becoming more and more critical of the people who merely wanted the show to be more similar to TOS, that's not essentially different from Berman's standpoint. The fourth season was good but did promise any future. Nostalgia is a dead end street.

I claim that it would have been better if the show had emphasized not merely design-wise but in general that it plays in the 22nd century.
