I saw it as a kid... it was about a young boy who has some trouble and then a crazy guy with a motorbike time machine shows up. It can fly and things like that. He meets his father in the past and they become friends. That's what I remember... a rather low-quality film, but I'd like to see it again.

I think it had an 80s look, something like Buckaroo Banzai in style, but cheaper. The guy looked like the gang boys in Grease... Maybe he was the father and meets his son or something like that. All I clearly remember is the flying motorbike XD
