According to many people on the forum it's okay to rewrite things like that as long as it happened before and it's a time travel aspect. They believe there doesn;t need to be a strict letter of canon....

have the whole ship see the romulans just as long as we can speculate that not all of Star Fleet knows about it.

Pardon, but I really think that is some of the worse storing editing and writing I've ever come across.
