I think there are two separate stories with potential - the noted continuation of the Hugh storyline dealing with individuality and the resolution of the Data/Lore and the emotion chip (though I never liked that period) story.

But I don't feel they blend well. You have one story they are trying to treat seriously (the Hugh part) and a bit they go pure cartoon over - As soon as Lore starts gloating about 'taking over the Federation' I glaze over at the nonsense of it all.
