As far as the Enterprise being built on earth I was surprised to see it myself but then again I remembered the dedication plaque did say San Francisco, Calif on it so perhaps that's why they choose to do it that way. The plaque also said the Enterprise was Starship Class so I don't know. The thing is though just because we have never seen a ship being built on the ground doesn't mean it’s not possible and it doesn't go against cannon.
