Probably a nod to the DS9 episode "Trials and Tribble-Ations" where Dax said to Sisko "They really packed 'em in on these old ships."

Sorry people, it simply doesn't look that big on screen. If you think so you simply have no real concept of the size of things in relation to each other--like windows, ports, and shuttle bays that are not as big as you want them to be. The dimensions are the same as the refit people!

The scale changes throughout the movie, does it not? Isn't that what a recent article stated?

So far I'm thinking that the ship is smaller on the ground, and inflates to >700m when it hits space. Why ILM decided to have the ship small on the ground, I've no idea.

Maybe it has to do with atmospheric pressure and gravity. The ship is 366 meters while on Earth when it is being acted upon by 14.7psi of atmospheric presure and the force of earth's gravity. As it rises out of the atmosphere and into space, the steadily decreasing atmospheric pressure and gravitational pull causes it to expand like a baloon into the 700+ meter ship that we see in the space scenes.
