I mean, Kirk is on academic suspension and is smuggled aboard, made First Officer despite this, starts a fight on the bridge, is insubordinate to his commanding officer, among other things.... Yet, he is singled out as the hero, given a medal, and promoted from Ensign (or maybe even just midshipman) directly to Captain!

Obviously they don't. He comes back as science officer and first officer which puts him back in line for command.
I don't think forbearance is unreasonable considering Vulcan was destroyed, which must have affected the mind of every living Vulcan. Spock then took out the drill which was destroying earth, proving he was quite capable.
There are few Vulcans left. I think they'd do anything to keep this one.
