I would not judge the sending of a mere 7 ships to Vulcan an indicator of an exceptionally small Starfleet. Remember, they went in thinking there was a natural disaster occuring, and I'm sure the thought that there was something that was going to either destroy the entire planet or render it completely uninhabitable was not being considered, or if it was occuring, they were going to have months if not years to evacuate the planet. I'm sure Starfleet figured the biggest thing Vulcan needed were medical personnel to deal with casualties, supplies, and personnel to assist with displaced Vulcans...on Vulcan
A real life example would be the Tsunami from a couple years ago, did any country with an oceangoing fleet dispatch everything to respond? No, they sent a couple of ships each and continued on with everything else they were doing.

You have to consider what level of seismic disaster it would take to force the Vulcans to put out a distress call. They've been in space thousands of years longer than Earth, their technology is more advanced, and logically they'd have more resources to deal with something like this than Starfleet, thus a move of desperation.
It appeared that the Enterprise didn't have a crew assigned yet as it wasn't quite ready, so they took the graduating class of the academy, and used to the rest to fill open slots on other ships.
