I think that initially Roddenberry wanted to tell this story and the lone starship prowling through the galaxy across vast reaches gave the best mode for carrying the story. The USS Enterprise is based on the idea of a battleship, but since he didn't want to militarize the show he chose to call her a cruiser. If you had a starfighter carrier, you couldn't make warp speed maneuvers to evade enemy fire without leaving your fighter squadrons behind. And while X-wings seem to routinely make interstellar flights, I find it highly unlikely that a warp drive could be conytained in so small a craft. In fact the fisrt sign that there are warp shuttles is in TMP when Spock must catch up to the Enterprise. Prior to this shuttles were sublight craft. For a starbase, or for planetary defense I can see how fighters might be very effective, but given their small size it would be hard to give them enough power for shields against a starships phasers. Better to have starships squaring off against starships like TWOK where Reliant and Enterprise had their death struggle.

Why did they never find out the cloaking device technology and implement it for the Enterprise?

The cloaking field drove human crews insane. It was incompatible with our physiology for long periods of use.

Cloaking technology is sneaky and subversive. Like they powers that be wanted us all to think the Soviet Union was. The Romulans and Klingons represented the Soviets against the US represented as Starfleet. Later they codified the non-use of cloaking technology saying that our treaty with the Romulans specifically forbade both parties from pursuing such technology, but you can see that the Romulans didn't abide by the letter of the treaty and eventually sold the technology to the Klingons as well.
