Yes, it is so very nice to have TNG charactes somehow involved with this story!
And it's a brilliant strategy... the TOS purists don't have to read the comics and can enjoy the movie, while the TNG-fans (like me) can enjoy both.

I really like the way this comic series has had multiple TNG characters. When I watch the movie their involvement will be in the back of my mind. Cool!!

The Romulans were never in possession of the Scimitar. She was a Reman ship and was destroyed rather than captured. I think it's safe to reason out that the Romulans didn't know how to do it. The Romulan ships that fought the Scimitar did not have the technology.

The Remans were subservient to the Romulans. Their "revolution" was unsuccessful. It's not difficult, not even a stretch, to think the Romulans recovered all the plans and technology that went into the Scimitar.

It's actually quite possible that the Romulan Intelligence people kept this a secret, and did not get around to adapting the technology for general use.

That's another way to look at it. The Borh technology is enhancing the Romulan technology. If the Klingons were able to develop a fire-thru cloak, and the Remans were able to do the same, then it is NOT unreasonable to think the Borg enhancements gave the Narada the same ability.

In Star Trek VI: The Undiscovered Country, General Chang had a Bird of Prey that could fire while cloaked. At the time, it was the only one of its kind. When Kirk asked Valeris how many of thos things were out there, she said "Just the prototype". So, technically, the Romulans could have stolen the technology from the Klingons. Hence the Scimitar's ability to fire while cloaked.

True, plus they had 75 years to improve on the design, too. Very possible.
