I always felt that, irrespective of it's success, Nemesis was always meant to be the last film with the TNG cast. Even if it had done better, we still wouldn't have had another with Picard et al.

But what they would have done - I don't know.

In the case of this film, if the first earns enough money to justify Paramount spending more on a second film, then there will be one. If it doesn't - we might have to wait a little longer again. I wouldn't assume J.J would return to direct it though, but I'd expect him and the writers to be involved in shaping the story.

I think that assessment is correct regardless.
TNG cast were just too expensive to retain on films that continually made less and less. Notwithstanding the cast "heavies" like Stewart and Spiner who were essentially and publicly done with TNG Trek productions.

I think you are also correct in that the investment return itself will determine if any sequels are made rather than any particular love of the franchise. The writers may elect to remain, but I seriously doubt the director will.

It is off to a good start with the merchandising end, making the toys more available to the general public instead of hobbyist collector items. That alone could potentially make up for shortfalls the name Star Trek carries in a theater to the public.
