What if the poor guy's just an alien that has to have that suit to live, like the Breen. Earth surely would hire aliens into police inforcement. This alien just likes to go for the authoritative fascist look with his EVA attire.

Ok I'll give you that but Officer Pitts should still be charged under the police services act for not displaying his name tag.

Yupp, and on his homeworld sexual kinks are still considered an illness of the mind. So he prefers the liberal cultural climate on earth. No one complaining about men in leather there.

I have just read in Trek Today. That even the writer of the movie have no idea whether or not, the "Cop" is mechanical or human. Orci has told fans that they are free to decide on that either way.

Sounds about right.
I bet right after the scene we either see Kirk in Juvy or brought back to his Uncle.
We make a big deal over the scene because it's the longest part of the preview but it's likely the shortest part of the movie.
