Figuratively does make sense, if he was speaking to Kirk in the context of, "You've been flying around in this ship for 20 years..."

It seems to be a term commonly used incorrectly to point out a period of time: "Star Trek has been around for 20 years!", similar to: "Tomorrow is our 3 week anniversary."

Probably not in this case, just sayin'.

I don't know. It doesn't seem reasonable to say he was talking about Kirks journey when he's speaking of the Enterprise herself.

I figured he was just rounding down.
I think that's fairly common to not be precise in speech. Think about how many ship's he's got to keep track of.
