Well it has been widely known that animals can see spirits . With people it is a different case.

The fact that it shows up with the Sister In Law suggests to me it might be apoltergeist that is attached to her. Typically they are affiliated with women under 20, but that's not an "exclusive" thing.

Is your Sister In Law aware of what is happening? If so, you might ask her to try ordering the spirit to leave you alone while she visits.

I know it is her, she has always had a ghost that has hunted her here. But she is clueless to the fact that is due to her. I was so made the other day it bothered my child I lit insence and started yelling at it to get out and to stop bothering my family, that this was my family living here now. Has not bothered us since then, but then again my sister in law has not come over

Does she accept that there is something happening, even if she doesn't believe it's because of her? If so, you could still try asking her to order it to leave you alone. From what I've read, it needs to come from her.

Sounds like a poltergeist, and having the beliefs I've got, if it were I who were having these problems, I'd be calling a priest, pastor, etc. to bless the house but in any case, I'd leave it alone. By saying that, I mean don't go messing around with Ouiji boards or any other means by which to communicate with it because all that does is invite more trouble.

Doesn't bother my cats, but then my Grandma was a cat person.
As to the poltergeist idea, if you make it clear that it isn't welcome in your house, it should leave you alone; unless it is being controlled by a more powerful Spirit.
