I always assumed it was something medical, with the implication being that Picard may have been injured on the same mission that killed Crusher. That's just my own guess though.

Well, would that then be the clue that it's something similar to help heal skin damage? Perhaps one of many techniques? Since 'Violations' comes after 'Best of Both Worlds, Part II'?

I'm not sure if you're responding to me or to Kevin, but I never assumed it was some kind of minor skin injury. I think it was something serious.

I don't remember this episode too well but wasn't there some kind of induced hallucination or mind rape? Hence the weird haired Picard with the thing in his face?

Sort of, it was a guy who was "mind raping" people by putting himself into their memories. But their power to enhance memory made those memories more vivid and real, so you have to figure that the look of Picard was accurate.
