It seems to be a ground-effect vehicle. The lift fans aren't ducted, even though they were in the computer design. Ducted means having a rim either connected to the blades or just outside their reach to form a cylinder (duct) that better directs the moving air, providing more trust for the same amount of power. The tilting forward-trust fans are ducted. The designer seem to know the principle but probably skipped main ducting to save money, since the thing in Star Wars didn't fly but rather hovered like a ground-effect vehicle, which was I suppose all they were trying to achieve.

The multi-million-dollar Avrocar of the '50s was meant to fly but could only do ground effect, making it a failure, even though it had three jet engines, each mounted on one of the fan blades. But there were several things wrong with its design.
