Well, they were
under manned and also since the reporters were there recording and capturing every tiny thing happening, I guess Harriman felt it was his place to stamd up and take a stand. The funny thing is how fast he changed his mind when Kirk insisted to do it. I can just picture what it was like it Harriman's head:
"I'll go! You have the bridge!" [Please volunteer, Kirk! I don't want to die the first day as captain!!!]
