Without touching the economic idiocy, i.e. the incredibly large costs as well as the lack of technologies we need for such a project, setting up a colony of the moon for a few people would be pointless. Humankind is not biologically endangered, civilization is in danger. A few freaks on the moon cannot be our grail keepers.
Why evil? Because it suggests that we can really spread and that Earth-specific risks can be diversified. Sorry but until they build Yonada-like starships for billions of people we only have this planet.
Starships capable of carrying humankind to the stars are centuries away and the likely hood of disease, war or a catastrophic event wiping out mankind in the next two or three hundred years is increasing day by day, we are after all just an 8 ball waiting for a corner pocket. Forget logistics - humankind can achieve marvellous things!
