The Klingon episode you mention is one of the better TNG episodes dealing with Klingons. Those characters came across as believable instead of the caricatures Trek has a tendency of making alien races to be.
And I agree totally with your assesment of Dukat. Him and Garek were two of the best Trek characters ever conceived. You could say that about Quark too. In some ways, a typical Ferengi. But he had a heart and a conscience in there too.
Indeed. It was really nice to see the differences among Ferengi and why Quark "only" owns a bar, not wanting to do stuff like weapon trading and so on.
