Yeah, but isn't that taking account of the building restrictions in D.C that prevent skyscrapers being built etc in the heart of the city?
Like how within a certain radius of The Capitol no buildings can be built taller than the top of it? Which is why it's a relatively low-skylined city?
It kinda looked to me as if some of the futuristic highways had been grafted onto existing buildings as well as some new ones.
