Picard did have an ethic about just destroying lifeforms even if they were "bad". He would try to reason with them until he had no other choice but to deal with them in a lethal manner.
Then there were always those "things", parasites, that were taking over key Star Fleet personnel. He dispatched them "directly" quite unlike he did any other life form!
