'Acknowledged' after the fact, perhaps. It's a bit of a stretch (or rather, a big stretch) but it kind of works: Khan and his cronies 'control' a quarter of the world from the background, manipulating wars and economies and politics without exposing themselves to the public. Later on, once he's gone, the truth emerges and history gets set straight.
When picturing it in my head (and reading the Greg Cox books), that's how I see it.
