I asked a similar question a while back. The answer was that although such discussion topics are prohibited by the forum rules, the mods are easy-going and like to allow people to discuss what they want (as long as things don't turn nasty). Also, the mods don't read every post.
As a personal observation, fun though these discussions are - I've rarely seen anyone actually learn anything or change their position through them.
