They may have, but there's still a limit (Dozens to hundreds, depending on how fast transporters work) to how many might be rescued in that way. And those people would also not be randomly distributed throughout the population.

But yes, I'd think any ships or habitable, mobile satellites would have been grabbing people off the surface, probably from near wherever their habitual transporter locks were.

But that would probably still mean a skewed demographic toward people associated with science satellites, space platforms, and spaceports.
