It says that while warp drive may be beyond our current science, Impulse aka Fusion Based Propulsion isn't. It says that the "thrusters" on any starship, will be based off currently known science.

Hydrogen is still Hydrogen, whether it be seconds after the Big Bang, at the Birth of the Earth, in the 20th Century, or in the 23rd Century. So goes it with the FCS systems of the Enterprise. The thrusters are merely more powerful versions of the ones on the Mercury Space Capsules.
