also puts Vulcan in the Beta Quadrant, as defined by the 24th century four-slice map of the galaxy. Also, large parts of the Klingon and Romulan empires exist in the Beta, though their 'headquarters' are both in the Alpha.

At any rate, however one defines the Beta Quadrant, there were certainly many lifeforms and species from it in the TOS era, so this new alien's origins there don't seem to contradict anything.
