Well they also used James R. Kirk in "Where no man has gone before" So even if it was on the show it doesn't have to be canon. There were plenty of things they messed up even within their own Canon .

I like the Cloud Minders From season 3 it reminds me of Metropolis from 1926 where the trogs work to keep the city running but enjoy none of the privledge or beauty of the city very distopian.
